The Round Table Discussion was held with the participation of the analytical center "Property and Freedom Institute" with the assistance of the Center for International Private Enterprise.  

 

The participants discussed the system of production control in conformity to the international and European requirements; introduction of market supervision in Ukraine; production safety assessment; responsibility for the damages inflicted by the production defects.

 

N.Korolevska, Committee Chairperson, stressed that production quality and safety were among the topical issues of global trade, indispensable for the sustainable development of economy.

 

The Committee Chairperson believes that governmental control is irrational and repressive, fails to meet the modern economic challenges, restricts the consumer rights and fails to guarantee the due control over the production quality.   

 

The following bills were registered in the Parliament: "On Market Supervision and Production Control" (Reg. No. 6694), and "On Market Supervision over the Production Safety" (Reg. No. 6694-1). The bills introduce the system of market supervision and production control in conformity to the global and European standards, guarantee market transparency to detect the origin of the products that are dangerous or violate the established requirements, and prevent duplication of functions of the state supervision bodies in charge of production control.  

 

N.Korolevska calls for adopting the law on the market supervision to harmonize Ukrainian legislation with the European Union laws and the World Trade Organization requirements. It will also guarantee that production in the market circulation conforms to the technical regulations and is safe for human health.

 

The participants of the round table discussion dwelled upon the reforms of the industrial production regulation system. These reforms introduce the European regime of responsibility of the producer for defect of a product; presuppose transition to the voluntary application of standards and comprehensive transition from the obligatory certification to the conformity certificates.
