A round table discussion on the topic "State Assistance to the Physical Culture and Sports Establishments due to Enactment of the Law "On Physical Culture and Sports" was held in the Parliament on Thursday, September 9.
Opening the meeting, M. Tomenko singled out the issues for the discussion, among them two urgent problems of the laws that can not be solved due to the lack of effective tools, namely, the development of the system of privileged taxation of physical culture and sport establishments, Olympic bases and paralympic training, and improvement of the mechanism of the funds compensated by the local budgets to these establishments.
First of all, M. Tomenko declared that the Verkhovna Rada had received numerous appeals of the citizens, public organizations and sport unions regarding the application of clause 12 of the Law of Ukraine "On Land Fee." He reminded that the Law "On Land Fee" (re the sport objects, physical training, Olympic bases and paralympic training), co-authored by M. Tomenko, O. Volkov and R. Safiullin, had been registered in November 2007, signed and enacted in March 2009.
Still, according to the Deputy Chairman, the debates have been held as to the procedure of implementation of the Law regarding the privileged taxation for the indicated organizations.On 2 March 2010, the Cabinet of Ministers of Ukraine published the resolution that actually levels the idea of this tax. According to M. Tomenko, it is necessary to implement the norm on tax exemption of sports and health protection institutions.
As the second problem of the discussion, M. Tomenko singled out drafting of the resolutions to support implementation of the Law "On Physical Culture and Sport" regarding the privileges for the enterprises and subjects that assist in the organization and conduction of the physical and heath protecting actions. According to M. Tomenko, this norm needs further adjustment.
The participants of the round table discussion deem necessary to simplify the procedure of tender purchase for the organizations operating in the sphere of physical culture and sports.
