Mykola Tomenko: District Councils in Kyiv will be liquidated after a ‘Fair´ Distribution of Offices among the Newly-elected Heads of District Administrations

Mykola Tomenko, Deputy Chairman of The Verkhovna Rada of Ukraine, believes that "district councils in Kyiv will be liquidated after a ‘fair´ distribution of offices among the newly-elected heads of district administrations."

M.Tomenko stated that "both the President and other authorities adopted a political decision not to hold the elections, so all the allies of the Party of Regions understand that it is the point of no return." However, he explains the delay with adopting this decision (the issue was not scrutinized at the extraordinary session) by "the tough bargaining for ‘fairness´ in the distribution of offices of the newly-elected heads of district administrations." "After the quotas for offices are distributed, the resolution not to hold the elections will be passed," the Deputy Chairman stated.   He supposes that other factors, such as democratic standards of self-government, appropriate model of authority organization in Kyiv or public opinion are of minor importance in this case.
