Issue of amending the Constitution as to the terms of authorities of the local councils deputies and the heads of city and village councils requires responsibility and systematic consultations. Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine, emphasised it on Thursday.
The Head of the Parliament is convinced that according to the recommendations of the Venice Commission, it is necessary to set up a working group in the Verkhovna Rada of Ukraine, involving one representative of all the official power representatives and factions. Thus, the majority of the working group is to be formed out of the specialists in the Constitution of Ukraine. "We shall be responsible while adopting these issues, lest we have political campaigns", V. Lytvyn stated.
He supposes that the issue will be scrutinized by the Parliament on Tuesday. "If there is coordination and conciliation, we shall scrutinize the amendments to the Constitution in the part of the unification of terms of authorities of the local councils deputies and the heads of city and village councils", V. Lytvyn declared.
