The Bill (Reg.№2774) envisages the deposition "on the regional budgets and on budgets of regional and district importance in Autonomous Republic of Crimea financing of expenses on village district hospitals, medical dispensaries, village first-aid station and obstetric divisions, town and village palace of culture, clubs and libraries" and to accomplish financing from the village budgets and budgets of towns of regional importance and their unities, as the current law envisages.
The Members of the Committees stressed on the importance of the concentration of the expenses on the culture and health in the regional budgets, as it will help to use it in centralized way.
