At the beginning of the sitting, the MPs heard three candidates for the vacant position of a member of the Council of the National Bank of Ukraine. Candidates presented their professional experience and priorities. The members of the Committee supported the candidacy of Vasyl Horbal for the position of a member of the Council.
The Minister of Finance of Ukraine Serhiy Marchenko reported on the implementation of the state financial, budgetary and debt policy during 2020. The Minister reported on the results of negotiations with the International Monetary Fund; preparation of a bill on tax amnesty; reduction of indicators on the revenues of the State budget, starting from May 2020; situations with criminal schemes of "gray" imports, abuse of value added tax at customs, the results of work in the direction of de-shadowing of wages, reform of the State Tax Service and the State Customs Service, etc.
The Chairman of the Committee Danylo Hetmantsev stressed that these issues are extremely important for the state today.
“As for the results of negotiations with the IMF – we are currently in constant contact with the European Department, yesterday there were high-level meetings. In recent months, we have been in constant contact with the IMF's mission, including the audit of the Fund to Fight against COVID-19. We hope that in the near future the foundation's mission will decide to review the program. We expect to receive the planned tranches by the end of the year,” Serhiy Marchenko said.
According to the Minister, it is planned to complete the reorganization of the State Tax Service of Ukraine and the State Customs Service of Ukraine in October 2020, when the necessary government resolutions will be adopted.
The members of the Committee voiced to the Minister of Finance of Ukraine many problematic issues that need to be addressed urgently. According to the Chairman of the Committee Danylo Hetmantsev, there is a need to provide additional materials on those issues that have not been answered, so the decision on the report of the Minister of Finance of Ukraine will be made at the next meetings of the Committee.
