Dmytro Razumkov assures of the parliament’s readiness to further fruitful interaction within the Jean Monnet Dialogues

The Chairman of the Verkhovna Rada of Ukraine Dmytro Razumkov met with the President of the European Parliament 2002-2004 Patrick Cox.

During the meeting, there were discussed certain issues regarding keeping the further dialogue between the European Parliament and the Verkhovna Rada of Ukraine and signing the Memorandum of Understanding.

The speaker of the Ukrainian parliament thanked Pat Cox and the European Parliament Mission for their longstanding support and significant contribution to the development of European democratic parliamentarism in Ukraine.

According to Dmytro Razumkov, the Parliament is interested in the implementation of the Memorandum of Understanding between the Verkhovna Rada of Ukraine and the European Parliament for the sake of increasing its institutional capacity, as well as in the realizaltion of the road map of Verkhovna Rada’s reforms.

The Chairman of the Verkhovna Rada also stressed the importance of continuing the Jean Monnet Dialogues format.

Among the issues of great moment discussed during such meetings there were (i) enhancing institutional capacity of the Ukrainian parliament, (ii) drafting a bill on securing the rights of the opposition, (iii) creating a parliamentary code of conduct, (iv) administrative cooperation of the Verkhovna Rada Secretariat with the European Parliament, etc.

The speaker of parliament assured of VRU’s readiness to further fruitful cooperation with the European Parliament Mission over the implementation of the best European practices in the activities of the Ukrainian parliament.

Ruslan Stefanchuk, the First Deputy Chairman of the Verkhovna Rada of Ukraine, stressed the importance of the issues broached, which all constitute the "basis of parliamentarism". According to him, it is necessary to adopt laws on the opposition, legislative activity, and build up the groundwork for the rule of people.

The Deputy Chairperson of the Verkhovna Rada of Ukraine Olena Kondratiuk noted that political dialogue is needed to develop effective communications between the ins and outs. According to O. Kondratiuk, representatives of all factions having influence upon party discipline and decision-making are involved in political dialogue. "Given the high trend the political dialogues always set, they need to be continued in order to increase the effectiveness of the Verkhovna Rada of Ukraine," Olena Kondratyiuk averred.

In his turn, Pat Cox observed the fruitful communication with representatives of various factions in drafting the parliamentary code of conduct, elaborating the opposition rights bill and providing political support to the administrative cooperation between the Verkhovna Rada Secretariat and the European Parliament. In his opinion, these developments should be clearly enshrined in the aforementioned Memorandum of Understanding.

 “I value highly this mutual respect in our communications we enjoy. We are able to work as effectively as it’s only possible,” the European politician pronounced and thanked for the cooperation.
