The Bill "On Zones of High and New Technologies Development" (Reg. No. 3722) is being considered in the Committee on Science and Education.
The authors deem necessary to adopt the Law in view of need to promote innovation activity in Ukraine. The explanatory note states that at present the promotion of innovation activity results in moderate financing of the preparation to the innovations production. Industrial parks that have been established since 2000 do not function only 4 parks out of 16 registered convey more or less noticeable activity. As a result, Ukraine deviated from the way of innovation development, which was declared a decade ago.
The main problems of the State are the following:
- low effectiveness of the system of determination and implementation of innovation priorities;
- isolation of scientific field of "knowledge generation" from next stages of innovation cycle, inefficacy of mechanisms for commercialization and introduction of scientific results into manufacture;
- high level of obsolescence of scientific and production bases, ageing of scientific personnel and low number of talented youth in scientific and technical sector;
- low integration level of system of commercialization of knowledge into the world innovation system, inadequacy of national innovation system.
The Bill determines basic tasks of activity, terms of establishment and functioning of the zones of development of high and new technologies, authority of management of such zones, authority of central and local executive bodies whilst establishment and functioning of such zones, main directions of zone residents´ activity, procedure of allocation and exploitation of land plots within the territory of the zone etc.
The Bill also envisages establishment of special taxation terms and customs regulations regarding activity of the residents of the zones of high and new technologies development.
The adoption of the Law "On Zones of High and New Technologies Development" will allow to implement the following:
To manufacture the national production, based on totally new technologies, which will be competitive with the best examples of similar production of foreign origin;
To draw additional investments for conveying scientific investigations, technical, technological and constructing planning, industrial introduction of new goods and rendering new services.
