The Sub-group Meeting on 16 November approved the majority of issues raised. It has supported the main points of the Opening Procedure of the Ceremonial Meeting and the procedure for Taking the Oath by the People's Deputies of Ukraine, and suggested that Presidents of Ukraine and Chairmen of The Verkhovna Rada of Ukraine are invited to the Ceremonial Meeting.
The Sub-group suggests, that after this, a break should be announced during the meeting, at which the People's Deputies will sign the Oath text.
After this, The Verkhovna Rada will continue its meeting according to the Agenda, as the Sub-group members suggest.
The Sub-group members invited the Preparatory Deputy Group to reach a decision as to the organisation of the Deputy Factions at the beginning of the first Plenary meeting.
The matter of the number of members in the Returning Board caused much debate. Olexander Peklushenko, of the Party of Regions, suggested that the number of members should be reduced to 18, ie 1 Representative per each 25 People's Deputies. BYuT Representatives insisted on leaving the same number as the Returning Board in The Verkhovna Rada of Ukraine of the 5th Convocation had, ie 23, 1 representative per each 20 People's Deputies.
The Sub-Group Members failed to reach agreement as to these proposals. The Sub-group suggests that this issue should be written into the Discrepancy List.
Other issues including the Report of the Preparatory Deputy Group, Appointment of the Interim Presidium, Election of the Chairman of The Verkhovna Rada of Ukraine, and Election of the First Vice-Chairman and Vice-Chairman of The Verkhovna Rada of Ukraine will be considered at the Meeting of the Preparatory Deputy Group, as suggested by the Sub-group.
The next meeting of the Sub-group will be held at 11 am on Tuesday 20 November.
