The Committee members confirmed that migration problems are inherent in three OSCE dimensions and should be solved on a world scale according to the resolution № 2/05, adopted by the Ministerial Council in Ljubljana in December 2005. The participants of the meeting welcomed holding the dialogue concerning international migration and development on a high level at the United Nations Organization General Assembly in September 2006.

Discussing the Resolution, the participants emphasized close interconnection between migration and development and vulnerability of women-migrants. The Committee members censured criminal organizations that promote illegal migration.

In particular, the Resolution states that the OSCE Parliamentary Assembly calls for working out and establishing a unified statistics system of migration flows in order to obtain general objective and reliable data on this issue. The Organization also calls on the OSCE participating States for signing and ratification of the European Convention on the Legal Status of Migrant Workers. The Committee members declared for signing and ratification of the Protocol Against the Smuggling of Migrants by Land, Sea and Air that was adopted for the counteraction to illegal migration by the United Nations Organizations on 15 November 2000.

The Resolution includes the recommendation to the participating migrant-receiving States to conclude a treaty with countries of origin concerning return of illegal migrants. The participating States are suggested to sign and ratify the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, adopted by the United Nations Organization on 15 November 2000.

The participants of the meeting deem it necessary to increase the number of the OSCE information centers for migrants upon a model of those established in Tajikistan and Kirghizia. They also declare for development of migration on the principles of partnership by supporting dialogue and cooperation between the countries of transit and receiving countries. It is emphasized in the Resolution that the OSCE Parliamentary Assembly calls for consolidation of bilateral and multilateral programs of common development support.
