Since this has aroused wide public speculation concerning possible external interferences in the operation of the 'Rada' System on Tuesday 11 December, the Press Service of The Verkhovna Rada of Ukraine now states that The Chairman of The Verkhovna Rada of Ukraine, Arseniy Yatseniuk, has received a letter from the Chief of The Secretariat of The President of Ukraine, Viktor Baloha, containing information provided by the Acting Head of the Security Service of Ukraine, Valentyn Nalyvaichenko, on the execution of the commission by The President of Ukraine, Viktor Yushchenko, to examine the operation of the software-engineering system ‘Rada´, following complaints from the People´s Deputies of Ukraine relating to voting for the Candidate for the post of Prime-Minister of Ukraine on 11 December 2007.

 

According to the information from V. Nalyvaichenko, an Ad Hoc Inter-Departmental Panel, including Officers of the Security Service of Ukraine, the Institute of Mathematical Machines and Systems Problems at the Academy of Sciences of Ukraine, and members of the Office and Administrative Department of The Verkhovna Rada of Ukraine, have not received any evidence of any external intrusion into the ‘Rada´ system on 11 December 2007.

 

It is reported that on 11 and 12 December the Panel tested the consoles of the People´s Deputies of Ukraine O. Omelchenko, Ya. Fedorchuk and I. Denkovych, which are components of the software-engineering system ‘Rada´.

 

The Report issued by the Panel states that the consoles of the People´s Deputies of Ukraine are free of any external damage, and their modes of operation, as well as the operation of the ‘Rada´ System´, conform to the software and engineering specifications.

 

Since the voting system ‘Rada´ has no Conformance Certificate (issued following the State Examination), the Security Service of Ukraine has appealed on this issue to the State Service of Special-Purpose Communication and Information Protection, which is responsible for the safety of communications  in the State.

 

The Security Service has also reported the results of the investigation by the said Panel to the People´s Deputies, and forwarded the investigation materials to The Prosecutor´s General Office of Ukraine.

 

Serhiy Vynokurov, the Acting Prosecutor General of Ukraine, in his letter addressed to the Chairman of The Verkhovna Rada of Ukraine, advised A. Yatseniuk, of the ongoing investigation into the letters from the People´s Deputies of Ukraine, and this matter is now under his personal supervision. The outcome of this investigation, says S. Vynokurov, will be studied by the Prosecutor´s General Office in order to provide a legitimate basis prior to making any decision resulting from this investigation.
