In view of multiple Comments in the Media related to the Alleged Violations of the Standing Orders of The Verkhovna Rada of Ukraine during Voting for the Candidate for the Post of Prime Minister of Ukraine, at the Plenary Meeting on 11 December, the Press Service now comments on the Voting Procedure in Parliament

 

Putting to a repeated Vote the matter of election of Yulia Tymoshenko for the post of Prime Minister of Ukraine, at the Plenary Meeting on Tuesday 11 December, is based on the requirements of the Standing Orders of The Verkhovna Rada of Ukraine, and is an established Parliamentary practice.

 

The Committee for Standing Orders; Deputy's Ethics and Provision of Activities within The Verkhovna Rada of Ukraine has decided that should the voting procedure, as set out in this document, be violated during voting for any Act in The Verkhovna Rada of Ukraine, ‘any People's Deputy or any other individual having the right of legislative initiative,

or his Representative, can  appeal to the Chair at this Plenary Meeting with a Statement of Violation of the Standing Orders during the consideration and voting on this item´, pursuant to Article 48, Part 3 of the Standing Orders, together with Articles 29 ( Part 1) and 50 (Parts 1, 2) .

 

In this manner the People's Deputy Olexander Turchynov, of the BYuT Faction acted, reporting the violation during the first round of voting for Y. Tymoshenko.

 

The Standing Orders rule that ' the Chair at a Plenary Meeting must, without delay, take steps to eliminate any violation of the Standing Orders, in the event that the voting procedure is violated, or any obstacles arise during voting that could affect the results thereof, and direct a further round of voting without consideration, where so resolved by The Verkhovna Rada' It was this very decision that was taken, based on the requirements of the Standing Orders of The Verkhovna Rada of Ukraine.

 

The Press Service notes that the practice of Repeated Voting for any specific matter was used 184 times in The Verkhovna Rada of Ukraine of the 4th-6th Convocations (See Reference Information).
