In the Reporters Without Borders (RSF) ranking, Ukraine was ranked 61st out of 180 countries, ahead of Hungary and Georgia and slightly behind the United States.

The organization attributes this improvement to two factors: an improvement in the political factor (36) and an increase in the security factor (142).

"This is certainly good news, but we cannot stop or even worsen the situation. That is why the Committee on Humanitarian and Information Policy has expressed its concern about the pressure and disinformation campaign aimed at Public Broadcasting. RFS notes that although the rule of law has not been applied throughout the country since russia's full-scale invasion in 2022, which did not allow the Ukrainian authorities to guarantee press freedom in all regions, as some of them are under russian illegal occupation, political interference in the media in the free part of Ukraine has decreased. The safety factor, according to the organization, has also improved due to the lower number of journalists killed in russian attacks in 2023 (2) compared to 2022 (9). RSF reminds that the situation for journalists working in a free Ukraine remains very difficult due to daily russian bombings.
