On 2 April, the first category for submitting applications to the International Register of Losses for Ukraine (RD4U) opens. This category is expected to receive from 300 to 600 thousand applications from individuals for damaged residential property due to russian aggression. The total number of applications may reach 6 to 8 million.

This was stated by Yevheniia Kravchuk, the MP, Deputy Chairperson of the Committee on Humanitarian and Information Policy, member of the Permanent Delegation to PACE.

“In the first category, applications can be submitted by people whose apartments, houses or cottages have been damaged or destroyed. Documents can even be submitted for shares of property. Everything will be done through Diia. We are talking about damage after 24 February 2022 throughout Ukraine, including the temporarily occupied territories. After that, new categories will be gradually added to the Register. For example, this will apply to people who have lost relatives, or have been injured, or have been forced to move, i.e. left the occupied territories or have been displaced or deported,” the MP explained.

According to her, in the future, businesses and local governments will be able to submit applications to the Register regarding damage to infrastructure, as well as the state of Ukraine regarding damage to critical infrastructure.

“In total, according to preliminary estimates, there may be between 6 and 8 million applications in this Register, but this is only the first step, because the Register itself does not issue money. In the future, a special compensation commission should be set up, as well as a fund to which we hope the money from the confiscated russian assets will be transferred. Everyone agrees that russia must pay for the damage caused,” the MP said.

She emphasised that the Register, the Compensation Commission and the Compensation Fund are international structures whose activities will be based on international agreements. Work is currently underway to create all the necessary mechanisms.

“The register was created to receive reparations for damage or losses caused by russian aggression against Ukraine. This is the first international instrument. This Register has been recognised as an international agreement by 43 countries, primarily Council of Europe member states, as well as the United States, Canada, Japan, i.e. the G7 countries,” the politician reminded.
