This week, the Representative of the President of Ukraine in the Verkhovna Rada of Ukraine / Deputy Chairman of the Committee on Law Enforcement Halyna Mykhailyuk, the First Deputy Chairman of the Committee Andrii Osadchuk, the Deputy Chairman of the Committee Maksym Pavliuk, as well as the chairmen of the Committee's specialised subcommittees Oleksandr Bakumov and Vladlen Nekliudov worked in the expert project “Development of a comprehensive legal framework for combating serious crimes in Ukraine”, which took place in The Hague, the Netherlands.

In a professional environment, together with international experts from the University of Vienna, New York University, Swedish Defence University, University of Groningen, specialists from the T.M.K. Asser Institute and USAID experts, Ukrainian parliamentarians developed proposals and recommendations on:

Implementation of international law standards into national legislation;

Implementation of international humanitarian and international criminal law on war crimes, crimes of aggression, genocide and war propaganda;

Responsibility of commanders and persons acting as military commanders.

The goal is to ensure the completeness of national criminal law as a potential tool for punishing war criminals and other perpetrators of international crimes.

The delegation also paid working visits to the International Criminal Court and the District Court of The Hague.

The MPs thanked all participants for their professional position and expert support in developing and finalising legislative changes related to ensuring the principle of inevitability of punishment for criminals who have committed international crimes.

The event was organised by the USAID Justice for All Program jointly with the Asser Institute (The Hague, Netherlands), International Development Law Organization (IDLO, Rome, Italy), Centre for International Legal Cooperation (The Hague, Netherlands) and the Netherlands Helsinki Committee (NHC, The Hague, Netherlands), with support of the Ministry of Foreign Affairs of the Netherlands.
