Thanks to the draft law No. 10337 on fair lobbying adopted in the second reading and in general, every citizen of Ukraine will be able to receive information about who and how is trying to influence decision-making in the country. The influence of lobbyists will be regulated so that it is not shadowy but transparent.

This was stated by the MP, Chairman of the Committee on Legal Policy Denys Maslov.

“Once the law is enacted, Ukraine will have an institution of lobbyists who will be able to influence decision-making and the adoption of regulations. This will be done exclusively in a legal manner, and they will report to a specially created transparency register maintained by the NACP. In particular, they will report on the amount of money spent on lobbying, on the meetings held as part of lobbying, on the adoption of a regulatory act or amendment or cancellation of a regulatory act, etc.

He reminded that the adoption of the relevant draft law is a recommendation of the European Commission.

“The adoption of the draft law on lobbying is seen as one of the elements of implementing the European Commission's anti-oligarchic recommendation before the opening of the negotiation process. Therefore, it was critically important for us to adopt this draft law in February, as the European Commission will present a report in March and will determine the further negotiation framework with Ukraine on EU accession,” the politician said.

He thanked his colleagues in the parliament, many representatives of the non-governmental sector, business associations, the expert community, and lawyers who had worked on the draft law in a short time.
