The Bill (Reg. No. 1315) envisages amendments to the Laws "On Natural Monopolies", "On Telecommunications", "On the State Border Service of Ukraine", "On the State Service for Special Communications and Information Protection of Ukraine", "On Financial Services and State Regulation of Financial Services Markets".
The amendments aim at enhancing the system of State regulation of natural monopolies due to the fact that "inefficacy of antimonopoly policy and mechanisms of State regulation of natural monopolies complicates creation of competitive economical environment which is considered as "a threat to national interests and security" due to the Law "On the Principles of National Security of Ukraine".
The amendments also enhance the legal principles of organization and activity of the State Border Service of Ukraine and the State Service for Special Communications and Information Protection of Ukraine, and improve State regulation in the field of financial services, performance of regulation and supervision over the activity of rendering financial services.
Amendments to the Law "On the State Border Service of Ukraine" envisage that State policy in the field of State border protection is implemented by an authorized State body on State border protection, approved by the President of Ukraine.
Amendments to the Law "On the State Service for Special Communications and Information Protection of Ukraine" envisage that the State Service for Special Communications and Information Protection of Ukraine is managed by the Head of the State Service for Special Communications and Information Protection of Ukraine who stands at the head of an authorized State body on organization of special communications and information protection and is personally responsible for realization of the assigned tasks. The President of Ukraine will also assume responsibility for appointment and dismissal of the Head of the State Service for Special Communications and Information Protection of Ukraine, approval of regulations concerning this Service, total personnel of its regional bodies and territorial subdivisions.
Amendments to the Law "On Financial Services and State Regulation of Financial Services Markets" envisage that the President of Ukraine appoints the Head, Deputy Heads and members of the authorized State body on regulation of financial services markets by submission of the Prime Minister of Ukraine.
