The Bill (Reg. No. 0007) envisages ratification of the European Convention on the Non-Applicability of Statutory Limitations to Crimes against Humanity and War Crimes, adopted in Strasbourg on 25 January 1974 and signed by Ukraine on 24 January 2006.

At the meeting the Committee members stated that regulations of the said act "establish procedure of signing and joining the Convention, its coming into force, territorial applicability, denunciation procedure etc".

Ukraine is a co-signatory of Geneva Conventions of 12 August 1949 for the Protection of War Victims since 3 August 1954, and of The United Nations Convention on the Prevention and Punishment of the Crime of Genocide of 1948 since 12 February 1955.

Therefore, ratification of the said European Convention does not envisage amendments to the effective legislation.

The Committee members also stated that the legislative proposal corresponds, on the whole, to the requirements of the basic Law "On International Agreements of Ukraine", related to the international treaties appertaining to human and citizen´s rights, liberties and obligations and subject to ratification.

Ratification of the Convention will confirm Ukraine´s will to secure every person´s right for protection of human dignity. It will also testify that Ukraine will secure non-applicability of statutory limitations to crimes against humanity and war crimes.
