Adoption of the Bill (Reg. No. 0007) will testify that Ukraine upholds at the national level the international principle of punishment for crimes against humanity and war crimes irregardless of terms of arraignment and punishment limitation.

The meeting participants stated that regulations of the Convention pertain to the crimes indicated in the UNO Convention on the Prevention and Punishment of the Crime of Genocide, adopted in 1948, and in four Geneva Conventions of Year 1949 : for the Amelioration of the Condition of the Wounded and Sick in Armed Forces in the Field; for the Amelioration of the Condition of Wounded, Sick and Shipwrecked Members of Armed Forces at Sea; relative to the Treatment of Prisoners of War and relative to the Protection of Civilian Persons in Time of War.

The Committee members stated that Ukraine concluded a number of international agreements within the Council of Europe. Ratification of the Convention is based on the regulations appertaining to human dignity protection, included in the Constitution of Ukraine, the Criminal Code and Universal Declaration of Human Rights, and on the basic Law "On International Agreements of Ukraine".

As of 21 January 2008 the Convention was already ratified by the Netherlands, Romania and Belgium.

Ratifying the Convention, our State will testify its willingness to fully realize each person´s right on protection of human dignity. Moreover, implementation of common policy in the field of criminal right will contribute to unity between the members of the Council of Europe.
