The Bill (Reg. No. 4052) proposes to define that "the State neutrality of Ukraine envisages peaceful and mutually beneficial cooperation with the members of international cooperation due to the universally recognized principles and regulations of international Law: peaceful coexistence, sovereign equality of States, non-application of forces or threats of forces, inviolability of State borders, territorial integrity of the States, peaceful regulation of disputes, non-interference, cooperation between the States and thorough implementation of commitments due to international Law". 

The People´s Deputy, Vasyl Kyseliov, the author of the Bill, believes that adoption of the Bill will contribute to permanent adherence to sovereignty and independence, and securing inviolability of Ukraine´s territory.
