The Bill (Reg. No. 1134) envisages amendments to Article 16 of the Law that determines total personnel of a village, settlement, city, city district, district and regional council. Inter alia, it is proposed to cut down the personnel of the local councils.
The Committee members stated that "pursuant to the Bill, the total personnel of a village, settlement, city, city district, district and regional council should be of the following number due to the number of population:
up to 1 thousand residents - 8 to10 deputies;
from 1 thousand to 3 thousand residents - 10 to18 deputies;
from 3 thousand to 5 thousand residents - 14 to 20 deputies;
from 5 thousand to 20 thousand residents - 20 to 24 deputies;
from 20 thousand to 50 thousand residents - 30 to 36 deputies;
from 50 thousand to 100 thousand residents - 32 to 38 deputies;
from 100 thousand to 250 thousand residents - 36 to 40 deputies;
from 250 thousand to 500 thousand residents - 38 to 46 deputies;
from 500 thousand to 1 million residents - 46 to 50 deputies;
from 1 million to 2 million residents - 50 to 54 deputies;
more than 2 million residents - 50 to 60 deputies".
Thus, the total personnel of the local councils will be reduced in 1,5-2,5 times
The People´s Deputies emphasized that the local councils strive to establish their personnel at the highest possible level determined by the effective Law, which constitutes one of the problems of Ukrainian local self-government. They are of the opinion that "unreasonably large personnel of the local councils complicates the decision-adopting process in the local councils, inflated council staff and imperfect work of the local self-government bodies".
