The Bill (Reg. No.1401) regulates the preparation of Electoral Rolls during local elections and local referendums, for a period of up until personal data on the State Electoral Roll has been initially clarified, through improvements in several provisions of the Laws, 'On Election of Deputies of The Verkhovna Rada of The Autonomous Republic of Crimea, Local Councils, and Village, Community and City Mayors´ and 'On the State Electoral Register´.

 

The Bill suggests that, 'for a period of up until the personal data on The State Electoral Register has been primarily clarified, Electoral Rolls for local elections/referendums are prepared by the bodies in charge of maintenance of The State Electoral Roll, using the database and software used in the preparation of Electoral Rolls for the last election of The People's Deputies of Ukraine'.

 

It also suggests that, 'In the event of repeated, early or first Local elections, which are not timed to the election of The People's Deputies of Ukraine, the usual polling stations should be used and set up within the relevant political subdivision, for election of The People's Deputies of Ukraine, Presidential election or Local elections', etc.

 

During discussions, The People's Deputies noted that The Verkhovna Rada of Ukraine of the 6th Convocation, throughout its First Session, has adopted 80 Resolutions on the calling of early Elections of Village/Community/City Mayor for 16 and 30 March 2008.

 

The State Electoral Register has not yet been set up, making it impossible to prepare Electoral Rolls for Local elections using the procedure as laid down in the Laws of Ukraine.

 

Therefore, Yu. Kliuchkovsky, Committee Chairman, highlighted the urgent need to amend the Laws in question.

 

The Committee resolved to appeal to Arseniy Yatseniuk, Chairman of The Verkhovna Rada of Ukraine, asking him to include this Bill on the Agenda of the Morning Plenary Meeting on 25 January 2008.

 

The passing of this Bill, believe Committee Members, will allow the holding of early elections of Village, Community and City Mayors scheduled for 16 March.
