The Bill (Reg. No. 1377) determines organizational and legal principles of fighting (prevention, control, localization, neutralization, minimization of) corruption and elimination of its causes and conditions, indemnification as a result of corruption offences, requirements regarding rehabilitation and legitimate interests of State, natural persons and business entities.

The People´s Deputy, Hennadiy Moskal, the author of the Bill, states that the said normative act will promote development and implementation of effective and coordinated policy of fighting corruption; creation of the Anti-Corruption Bureau of Ukraine; creation, support and enhancement of the employment system and service of State officials; transparency and accountability in public finances management etc.

The Bill extends the list of subjects of corruption offences (Article 3) and envisages allocation of bodies, authorized to fight corruption, namely: the Anti-Corruption Bureau of Ukraine, subdivisions of other law enforcement bodies, assisting the Anti-Corruption Bureau of Ukraine: the Ministry of Internal Affairs of Ukraine, Security Service of Ukraine, prosecuting magistracy bodies, Military Law and Order Service at the Armed Forces of Ukraine, other bodies and subdivisions established due to effective legislation for fighting corruption. The Bill also introduces new definitions of basic terms and concepts, such as corruption, corruption offences etc.

The Bill establishes that the Council of National Security and Defence of Ukraine is to coordinate the activities of the executive bodies concerning fighting corruption.
