The Bill (Reg. No,0871) creates a Right for one third of the total number of Deputies in the relevant Council, in addition to the Council Chairman, to nominate a candidate for the position of Council Secretary.

 

According to the Bill, ‘In the event that, as of the date of the First Session of a Village, Community, or City Council elected at the last held election, election of the relevant Mayor has not been effected, and where the Council has not upheld the candidate for the position of Council Secretary, nominated by the relevant Mayor accordingly, the nomination for the position of Council Secretary can be made by one third of the total number of Deputies in the relevant Council.´

 

The same rule also applies to two other cases:

‘Where the Village, Community or City Mayor fails to nominate a candidate for the position of Council Secretary within thirty days of the Opening of the First Session of the relevant Council; and where the position of Secretary becomes vacant due to the departure of a Mayor following the early Termination of his/her Authorities, etc´.
