The Agreement (Reg.No.0012) establishes a simplified and unified procedure for the consideration of Applications and Decision-making by The European Union Member States, in the issuing of multiple Visas for the different categories of Ukrainian Nationals, and for establishing the Visa fee.

Defined in the provisions of this Agreement are categories of those persons eligible for the issue of 5-year Multiple Visas ( Parents and Children of Ukrainian Nationals having a permit to reside in EU Member States, Businessmen, Journalists, Officials of Central and Local Authorities, permanent members of Official Delegations), and categories of persons eligible for 1-year single visas ( Scientists, Cultural workers, Sportsmen, Professional Carriers, Train Crew members, and those taking advantage of Exchange Programmes between Twinned Cities).

The Agreement envisages a single fixed rate of Euro 35 for the processing of Visa Forms.

Texts of the Agreement include a Declaration by The European Commission compelling a Consul to provide reasons for the refusal to issue a Visa, and a Declaration by the European Community on the transparency and accessibility of Visa procedures for applicants.

Joint Declarations by the Parties, concerning the decisions on independent Bilateral Agreements on a common Travel Procedure between Ukraine, Denmark, Great Britain, Ireland, Iceland, and Norway, constitute an integral part of this Agreement.
