The Bill (Reg. No. 1129) introduces amendments to the Laws "On Local Self-Government in Ukraine" and "On Election of the Deputies of the Autonomous Republic of Crimea, Local Councils and Village, Settlement, City Mayors" in order to coordinate them with the Constitution of Ukraine and take into consideration changes introduced to the election systems applied at the local election.
Analyzing the Bill, the Committee members reached a decision that amendments and supplements to the effective legislation on local self-government, introduced by the relevant Law of 22 March 2007, were not taken into consideration whilst elaborating the Bill. Therefore, the Bill introduces amendments to the outmoded version of the Law "On the Local Self-Government in Ukraine".
The Law of 22 March 2007 also introduces substantial supplements to Article 46 of the Law "Council Session".
The People´s Deputies deem worthless to supplement the Bill with regulations that determine in detail type and peculiarities of using election systems at the local election in view of permanent reforming of Ukrainian election legislation. They are of the opinion that these regulations should have been included in the Law "On Election of the Deputies of the Autonomous Republic of Crimea, Local Councils and Village, Settlement, City Mayors" that deal with the subject of the said regulations.
