On scrutinizing the Bill 'On the State Budget 2008', the Committee Members took a decision to recommend that The Budget Committee, in the Major Trends of the Budget Policy, ‘increases Budget expenditure for advances in the Public Health Sector to at least 5 per cent of the GDP, and rises the average wages of medical workers to at least those in industry, according to the 'Basic Law on Public Health', and also implements the Third Stage of the Unified Tariff Scale starting from 1 July 2008.
The Committee also proposes that a long service increment, monetary aid towards health improvement and a bonus for conscientious work, amounting to one month´s salary, are set up for medical workers from 1 January 2008. Additional appropriations totalling 1,277.5 million Hryvnias are required towards the implementation of these payments.
A special purpose subvention of 55.5 million Hryvnias is also envisaged for the Regional Budget of the Cherkasy regions towards completion of construction and commissioning of the Regional Children's Hospital.
Committee Members suggested that a new clause should be added to the Law 'On the State Budget of Ukraine 2008', to read: 'The Cabinet of Ministers of Ukraine is entitled to employ financial leasing tools in procurement of medical equipment through the relevant Central Executive Authorities to the maximum amount of 7 billion Hryvnias for a 7-year leasing term.
