The Bill (Reg. No.3674), introduced by the Cabinet of Ministers, proposes to amend The Laws of Ukraine 'On the State Frontier Security Service of Ukraine', 'On Information', 'On Obligatory State Social Insurance for Unemployment', with the aim of adjusting the mechanism for verification of data related to the eligibility and payment of all types of State Social Benefits, Housing Subsidy and Unemployment Benefits, through the establishment of information on the sources of additional illegal income gained by citizens.

 

This Document fixes the right (previously granted by a Resolution of The Cabinet of Ministers of Ukraine) of the working bodies within the Executive Directorates of The Ukrainian Obligatory State Social Unemployment Insurance Fund, to conduct investigations into insured accidents.

 

The Committee Members uphold this Bill, since the current mechanism used for the allocation and payment of State Social guarantees is based on the principle of reliance on information provided by citizens as to their income and financial position. Although the agencies within the Social Protection System cooperate with other Executive bodies (Retirement Fund, State Tax Administration, Ministry of Justice, etc), there are currently no mechanisms for the exchange of information on those recipients of Social Aid, Benefits and Insurance payments, who temporarily are residing outside of Ukraine.

 

At the same time, the Committee pointed out, similar provisions are included in the Bill on Amendments to Several Laws of Ukraine (Reg. No.3583), introduced by The People's Deputies, O. Baranivsky and Ya. Sukhyi, and approved by The Verkhovna Rada of Ukraine at the First Reading, on 12 June 2007. Therefore, the provisions of the Bill in question should be taken into account in preparing the Bill on Amendments to Several Laws of Ukraine.
