The Committee Members considered the comparative table to the Bill (Reg. No.0969) and upheld the proposed amendments.
The Bill amends the Laws of Ukraine ‘On The State Border Security Service of Ukraine´, ‘On Information´ and ‘On Obligatory State Social Unemployment Insurance´ to regulate the mechanism for verification of data related to the assignment and payment of all types of State Social Benefits, Housing Subsidies and Monetary Aid to unemployed persons, through disclosure of information on their additional illegal income sources.
The Bill also creates a Right of working bodies of The Executive Directorate of the Obligatory State Social Insurance Fund to examine insured accidents related to unemployment, introduced earlier by a Regulation of The Cabinet of Ministers of Ukraine.
Committee Members agreed that establishing an information exchange between the State Border Security Service and the State Employment Service at The Ministry of Labour will provide effective control of the institution of the programmes for social protection of the population, appropriate countermeasures to abuse within the system of State Social and Insurance Payments recipients, savings of the corresponding funds of The State Budget and Ukraine´s Obligatory State Social Unemployment Insurance Fund.
The People´s Deputies feel that this Bill is worth upholding, since the mechanism for assignment and payment of State Social Guarantees is currently based on the principle of confidence in information provided by citizens on their income and material status. They realise that the Offices for the Social Protection of the Population co-operate with the structural divisions of other Executive Authorities (Retirement Fund, State Tax Administration, Ministry of Internal Affairs, Ministry of Justice, etc) as regards verification of information as declared by an individual appealing for State Social Benefits and Insurance payments. Nevertheless, any information exchange mechanism relating to the recipients of Social Benefits, Aid, and Unemployment Insurance Benefits, who are temporarily residing beyond Ukraine, is unavailable.
