The Committee Meeting noted that the passing of this Bill (Reg.No.0008) is required to give effect to this Agreement, creating a legal framework for the protection of Limited Access information, which is exchanged, where necessary, on the basis of individual contracts made within the framework of political, economic, scientific and technological, and other types of cooperation.

 

It was stressed at the Meeting, that this Agreement, signed on 15 November 2006 in Budapest, lays down the Limited Access Information Protection principles, procedure for its usage and transfer, and determines the competent bodies in charge of its safety in exercising bilateral relations between Ukraine and The Republic of Hungary.

 

The procedure for the exchange of information laid down in this Agreement, allows The Security Service of Ukraine and a competent body in the Republic of Hungary to place under appropriate control the adherence, by those parties involved in the cooperation, to National Legislation of the Countries which are Parties to this Agreements, when exchanging Limited Access information.

 

Committee members believe that the passing of this Bill, and effecting the Agreement, will create a legal framework for the mutual defence of Limited Access information, enabling the Parties to effect pro-active confidential Information Exchange, without the need for the issue of an explanatory order in writing given by The President of Ukraine.
