The Draft Resolution (Reg. No. 0921) states that ‘Government Question Hour' is held at 10 to 11am on Friday of each week that has been allocated for Plenary Meetings of The Verkhovna Rada´.
It envisages participation of the full Membership of The Cabinet of Ministers at the Sitting of The Verkhovna Rada of Ukraine, during 'Government Question Hour', with the exception of those Members who can provide a reasonable excuse for non-attendance. Also 'only those matters which are within the scope of The Cabinet of Ministers and Central Authorities can be raised during 'Government Question Hour'
The Draft Resolution also states that 'any Deputy Faction may in advance, in writing, inform The Prime Minister of Ukraine and other Members of The Cabinet of Ministers of the questions that will be put to them. However this is limited to one question to The Prime Minister, and one to other Members of The Cabinet of Ministers of Ukraine.
Questions in writing from Deputy Factions shall be submitted to The Office and Administrative Department of The Verkhovna Rada no later than 2 pm on the Tuesday preceding the day of 'Government Question Hour'. Where this Tuesday falls on a holiday or other non-working day, questions in writing from Deputy Factions shall be submitted before 2pm on the next working day'.
According to this Document, The Office and Administrative Department of The Verkhovna Rada shall ‘forward questions in writing, submitted by The Deputy Factions, to the Members of the Cabinet of Ministers of Ukraine no later than 6 pm on the working day allocated as the deadline for submission of questions in writing.´
