A PLENARY MEETING OF THE FIRST SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE 6TH CONVOCATION WAS HELD ON TUESDAY 18 DECEMBER

 

226 People's Deputies Registered to attend the Meeting.

 

Opening the Morning Meeting, The Chairman of The Verkhovna Rada of Ukraine, Arseniy Yatseniuk, notified the Deputies of the decision taken by the Conciliatory Council to amend the Voting Procedure for the Appointment of The Prime Minister of Ukraine.

 

Following a request  from 'Our Ukraine People's Self-Defence' and the BYuT Factions, the Chair called for a half-hour recess in the Sitting.

 

After this interval, the Chair gave the floor to the Chairman of the Returning Board, Mykola Shershun. He read out the Voting Procedure adopted, following the Returning Board's Decision, for the Appointment of Yu.V. Tymoshenko as Prime Minister of Ukraine, together with voting for related matters: Dismissal of V.F. Yanukovych from the post of Prime Minister of Ukraine, Termination of Authorities of the acting Cabinet of Ministers of Ukraine and the setting up of a new Cabinet of Ministers of Ukraine.

 

Prior to voting on the appointment of The Prime Minister of Ukraine, the Chair gave the floor to the Candidate for this post, The People's Deputy Yu. V. Tymoshenko. The Candidate spoke before the People's Deputies. She said that she considered the results of voting for the Appointment of The Prime Minister of Ukraine on 11 December as falsified, and will appeal against these results to the Court.

 

The BYuT Leader emphasized that this had been done with the purpose of breaking up the Democratic Coalition.

 

The Candidate replied to questions from The People's Deputies. Faction Members declined to hold a discussion on the Candidate The People's Deputies agreed to employ a shortened procedure for considering this matter.

 

After Yu. Tymoshenko's address, voting in the Assembly Room began. The Chairman of the Returning Board read out names of the People's Deputies in alphabetical order. The People's Deputies voted by a show of hands and confirmed their decision verbally.

 

After voting, a recess was announced at the Sitting, during which the Returning Board processed the Returns.

 

The Chairman of the Returning Board, Mykola Shershun, then announced the Voting Returns. 227 People's Deputies took part in the voting, 226 of whom cast their votes for the Appointment of Yu. Tymoshenko as Prime Minister of Ukraine, and 1 Deputy abstained.

 

Three Factions did not take part in the voting, those of the Party of Regions, CPU and The Lytvyn Bloc.

 

A Resolution was passed appointing Yulia Tymoshenko as Prime Minister.

 

The Chairman of The Verkhovna Rada of Ukraine, Arseniy Yatseniuk, signed this Resolution.

 

The People's Deputies congratulated and applauded Yulia Tymoshenko on her appointment.

 

The matter of the Dismissal of V.F.Yanukovych from the post of Prime Minister was then brought to the attention of the auditorium.

 

V. Yanukovych spoke before The People's Deputies. He stressed the negative impact the appointment of Yu. Tymoshenko will have on the socio-economic situation in the State. 'The Orange' Team, as he said, should take responsibility for everything that is presently happening in the country.

 

V. Yanukovych announced that The Party of Regions now becomes The Opposition.

 

He also stressed that Ukrainian citizens should not hope for any improvement in their lives. He also asked the new Prime Minister and Government 'To do good things and improve the lifestyle of our People. This is what I now wish as a People's Deputy and, before you voted, as Prime Minister too´.

 

The matter of the Dismissal of V.F. Yanukovych from the post of Prime Minister was then put to the vote. The amended voting procedure was also used in this voting. Prior to voting, the Deputies once again registered, and this time the number of People's Deputies totalled 225.

 

The Chairman of the Returning Board read out the names of The People's Deputies. They voted by a show of hands, confirming their decision verbally.

 

After voting, the People's Deputies resolved to continue proceedings until the matter of the setting-up of the new Government was finally settled. This motion was carried by 226 People's Deputies registered in the Assembly Room.

 

Following this, a recess was announced in the Sitting. during which the Returning Board processed the Returns. According to these Returns, 226 People's Deputies, i.e. all those who had registered for the Dismissal of V.F.Yanukovych, voted in favour of his Dismissal.

 

The matter of the Dissolution of the current Membership of the Cabinet of Ministers was put before the Deputies. Prior to considering this matter, the People's Deputies once again registered. The 'Rada' System recorded 226 People's Deputies.

 

The People's Deputies held a Roll-call Vote.

 

The Chairman of The Returning Board announced the results of the vote. Each of the 226 People's Deputies voted in favour.

 

 The Verkhovna Rada resolved to Dismiss:

 

Azarov Mykola Yanovych from the post of the First Deputy Prime Minister of Ukraine, Minister of Finances of Ukraine;

 

Kliuiev Andriy Petrovych from the post of Deputy Prime Minister of Ukraine;

 

Kuzmuk Olexander Ivanovych from the post of Deputy Prime Minister of Ukraine;

 

Rybak Volodymyr Vasyliovych from the post of Deputy Prime Minister of Ukraine;

 

Slauta Viktor Andriyovych from the post of Deputy Prime Minister of Ukraine;

 

Tabachnyk Dmytro Volodymyrovych from the post of Deputy Prime Minister of Ukraine;

The Resolution took effect upon its signing.

 

The next matter, considered under the same procedure as those preceding, was that of the setting up of the new Cabinet of Ministers of Ukraine.

 

The Chairman of The Verkhovna Rada of Ukraine, A.Yatseniuk, gave the floor to The Prime Minister, Yulia Tymoshenko, to put forward the Candidates for Ministerial posts. She read out the list.

 

The Deputies registered prior to voting.

 

The Verkhovna Rada of Ukraine passed a Resolution setting up The Cabinet of Ministers of Ukraine. According to this Document. the following Appointments were confirmed:

 

Turchynov Olexander Valentynovych to the post of First Deputy Prime Minister of Ukraine;

 

 Vasiunyk Ivan Vasyliovych to the post of Deputy Prime Minister of Ukraine;

 

Nemyria Hryhoriy Mykhailovych to the post of Deputy Prime Minister of Ukraine;

 

Vakarchuk Ivan Olexandrovych to the post of Minister of Education and Science of Ukraine;

 

Vinsky Yosyp Vikentiyovych to the post of Minister of Transport and Communications of Ukraine;

 

Vovkun Vasyl Volodymyrovych to the post of Minister of Culture and Tourism of Ukraine;

 

Danylyshyn Bohdan Mykhailovych to the post of Minister of Economy of Ukraine;

The Resolution took effect upon signing.

 

It was carried by 227 People's Deputies.

 

The People's Deputies congratulated and warmly applauded the newly appointed Ministers.

 

The Members of the Cabinet of Minister swore the Oath before The Verkhovna Rada.

 

The Chairman of The Verkhovna Rada of Ukraine announced that the Oath was signed by all Members of the Cabinet of Ministers, with the exception of two. A. Yatseniuk announced the legitimate status of The Cabinet of Ministers.

 

The next item on the Agenda was that of the early Termination of Authorities by those People's Deputies now appointed Members of the Cabinet of Ministers.

 

The People's Deputies who discussed this matter stressed the provision of the current Law, which allows for a 20-day term for People's Deputies, appointed as Members of the Cabinet of Ministers, to decide upon their status. Also, their Applications are subject to consideration by The Standing Orders Committee, which has not yet been set up. Therefore, consideration of Applications at a Plenary Meeting, without a Decision of the Standing Orders Committee, is not valid.

 

The Chair produced all the Applications for an early Termination of People´s Deputy Authorities. He upheld the motion to discuss this matter following its consideration by The Standing Orders Committee.

 

The Plenary Meeting was then closed.

 

The next Meeting of the First Session of The Verkhovna Rada of Ukraine of The 6th Convocation will be held on Wednesday 19 December.
