Whereas the Law 'On the State Budget of Ukraine 2008' has not been adopted within the deadline as laid down in Clause 44 of the Budget Code of Ukraine;
Whereas adherence to the provisions of Clause 96 of the Constitution of Ukraine, Clause 3 of the Budget Code of Ukraine, should be followed at all times;
Having regard to the Proposals of The Cabinet of Ministers of Ukraine concerning the timely adoption of said Law;
With a view to provide stability in the State Financial Sector, together with the appropriate Budget allowance for Benefits and Grants, the prevention of outstanding debts for energy carriers, etc, the Draft Resolution (Reg. No. 1275), tabled by The Chairman of The Verkhovna Rada of Ukraine, A. Yatseniuk, suggests the following:
'1. The following procedure for consideration of the Draft Law of Ukraine 'On the State Budget of Ukraine 2008' and Amendments to Several Legislative Acts of Ukraine' is laid down herein:
Tabling by the Minister of Finances and Consideration at the First Reading of the Draft Law of Ukraine 'On the State Budget of Ukraine 2008' and Amendments to Several Legislative Acts of Ukraine' at the Plenary Meeting of The Verkhovna Rada of Ukraine on 27 December 2007;
Consideration of the Draft Law of Ukraine 'On the State Budget of Ukraine 2008' and Amendments to Several Legislative Acts of Ukraine', approved as a basis for further discussion by The People's Deputies of Ukraine, Committees and Deputy Factions; drafting of proposals on the Draft Law and submission thereof to The Budget Committee of The Verkhovna Rada of Ukraine;
Consideration by The Budget Committee of The Verkhovna Rada of Ukraine of proposals concerning the Draft Law 'On the State Budget of Ukraine 2008' and Amendments to Several Legislative Acts of Ukraine' submitted by the People's Deputies of Ukraine, Committees, and Deputy Factions, and drafting, with the assistance of The Cabinet of Ministers of Ukraine, of conclusions and proposals towards the consideration of the said Law at the Second Reading;
Consideration of the Draft Law 'On the State Budget of Ukraine 2008' and Amendments to Several Legislative Acts of Ukraine' at the Second Reading, and the passing thereof in its entirety, no later than 30 December 2007'.
