Presiding was Adam Martyniuk, a Member of the Interim Presidium.

 

287 People's Deputies registered to attend the meetings.

 

At the start of the Meeting, Representatives of the Deputy Factions took the floor with their declarations. In these, they touched on political, economic and legislative issues. The speakers brought to the Meeting´s notice the conditions in which Parliament is required to work and elect the Leaders of The Verkhovna Rada of Ukraine.

 

One Minute's Silence was held by the People's Deputies in memory of the miners who perished from an explosion in The Zasiadko Mine on 2 December.

 

After all the statements by Faction representatives were delivered, the People's Deputies considered the Draft Resolution 'On the List, Membership and Subject Matter of the Committees of The Verkhovna Rada of Ukraine of the 6th Convocation' at the Second Reading.

 

Mykola Azarov reported on the motions proposed by the Preparatory Group, and advised on the amendments made following the first reading. The Preparatory Group suggested listing the Committees in alphabetical order. This motion was carried by 391 votes of the People's Deputies.

 

After consideration of further amendments to the Draft Resolution, the People's Deputies approved the majority of them. Those present at the Meeting then approved several amendments rejected earlier: e.g. the Subject-Matter of the Foreign Affairs Committee and the European Integration Committee was clarified by means of a more straightforward wording.

 

An amendment submitted by People's Deputies D. Sviatash and V. Khomutynnik, concerning the delegation of the ‘legislative regulation of the alcohol and tobacco market' to the scope of the Finances and Banking Committee was also carried.

 

The Verkhovna Rada of Ukraine carried the Resolution as a whole with 406 votes. Under this Resolution, 26 Committees and an Ad Hoc Privatisation Supervisory Panel have been created in The Verkhovna Rada of Ukraine.

 

Following this, a recess was announced, during which the Returning Board conducted its Meeting.

 

After this interval, the Chair announced that the Returning Board had elected its Chairman, Vice-Chairman and Secretary. Mykola Shershun of The Lytvyn Bloc was elected Chairman by the Returning Board members.

 

The Chairman of the Returning Board then declared that the Board includes 20 People's Deputies elected using a proportional representation principle from the membership of all five Factions. Volodymyr Viazivsky of 'Our Ukraine People's Self-Defence' Bloc was elected Vice-Chairman, and Yevhen Shaho of BYuT Secretary.

 

The People's Deputies then moved on to the issue of the Election of the Chairman of The Verkhovna Rada of Ukraine.

 

The Chair re-iterated the Standing Orders Rules concerning the nomination for Chairman.

 

Roman Zvarych, Member of the Interim Presidium, alerted the Deputies to the necessity of taking a Procedural Decision on the method of election of the Chairman and Vice-Chairmen. He moved to elect the Chairman, First Vice-Chairman and Vice-Chairman in a one combined list, formally allowing for a single nomination.

 

Nestor Shufrych of the Party of Regions reminded those present that the Standing Orders require each candidate to be elected individually by secret ballot. He also announced the decision of the Party of Regions Faction to recess.

 

Following a short discussion, the Chair announced a request from two Factions the Party of Regions and the CPU, both of whom wished to recess until 4 pm, and this was granted.

 

The morning session was then closed.
