The Bill (Reg. No. 4014) aims at improvement of the system of control over the election process, including the day of election of the President of Ukraine.
Inter alia, the Bill envisages establishment of the institute of observers from public organizations during the election of the President of Ukraine. Their status will be similar to the status of other national (official) observers on the presidential election.
According to the Bill, the subjects of observing can be represented by national public organizations, registered in accordance with the legislation of Ukraine not earlier than five years prior to the election day on the regular presidential election (age qualification of the organization is bound with the year of holding presidential election) and the statute aims of which envisage observation of the election process.
The Bill suggests the following procedure for the registration of observers from the public organizations: the official observer from the national public organization is registered by the territorial election commission due to submission of the leader of the national public organization.
