The Bill (Reg. No. 1146-1) envisages legislative regulation for the funding of Children's Socio-Psychological Rehabilitation Centres, providing for the reorganization of the Children´s Homes into Children's Socio-Psychological Rehabilitation Centres.

The Bill envisages amendments to Clauses 89 and 90 of the Budget Code of Ukraine, as regards the provision of a clear-cut funding mechanism for Children's Socio-Psychological Rehabilitation Centres, using local budget monies allocated for Public Social Protection, which are taken into account in defining the amount of Inter-Budget transfers.

The People's Deputy, Ostap Semerak, the author of the Bill, believes that the passing of this Bill will allow the creation of a beneficial social, medical, psychological, organizational and legal environment, and guarantees for children who, through no fault of their own, have been forced to live in sub-standard and rough conditions.  It will facilitate their integration into society, and allow them to lead a fully fledged life, in accordance with their skills and interests. It will also drastically reduce the number of homeless and neglected children.
