The above, together with a number of other proposals, are included in the Bill 'On Amendments to the Land Code of Ukraine' (appertaining to improvements in the procedure of Free Land Transfer into individual ownership), introduced in The Verkhovna Rada of Ukraine by the People´s Deputy of Ukraine, K. Liapina.
The Bill (Reg. No. 1244) suggests a shorter procedure for the preparation of Land Utilization Engineering Documentation, and the issue of the relevant documents.
The adoption of the State Programme is envisaged to provide the delineation of State and Municipal property, and to ensure that between 2008- 2011 the preparation of Land Utilization Engineering documentation concerning field land-surveying and the issue of documents attesting to the title in land. The said job should be organised simultaneously at large land parcels.
By experts´ estimate, implementation of the State Programme for delineation lands in State and Communal property will require funding in the region 7.8 billion Hryvnias from the State budget. It has been proposed that an Ad Hoc Supervisory Committee on Land Relations be set up.
The author believes that the passing of this Bill will improve the realisation of the Constitutional Right of Land Ownership for citizens, and exclude the negative economic consequences resulting from flaws in the current procedure for the legal Registration of Land Titles.
