According to the explanatory note, the Bill (Reg. No. 4011) aims at "provision of legitimate interests of the citizens of Ukraine concerning property of National public associations of the former USSR, located on the territory of Ukraine, and determining the assignees of said property."
The Bill establishes legal principles for determining the subjects of the right of possession of the property located on the territory of Ukraine, which was under the jurisdiction, in possession and/or use of National public associations (organizations) of the former USSR on 24 August 1991. The property, transferred to the public organizations for jurisdiction, possession and/or use, is proclaimed State property. State property that remains in other assignees of the property is liable to expropriation under legal procedure.
