The People´s Deputy S. Husarov, the author of the Bill, deems necessary to adopt the Law in view of the fact that issues regarding assuming the right of possession of nonmilitary weapon, peculiarities of its upkeep and exploitation, inheritance and alienation of weapon are regulated by the instructions of the Ministry of Internal Affairs of Ukraine.
The Bill (Reg. No. 3728) aims at regulation of these legal relations by the Law of Ukraine. The Bill also aims at protection of life, health and property of the citizens, prevention of illegal distribution and circulation of weapon.
The special feature of the Bill is granting the right of possession of traumatic weapon of survivable exposure (guns with rubber bullets) to the natural persons.
The Bill determines general regulations, types of weapon, subjects of the right of possession of weapon, users of weapon, the principles of circulation of weapon and relevant ammunition; rights and duties of the owners, users, manufacturers and traders of weapon and relevant ammunition, guarantees of the rights of manufacturers, owners and users of weapon, amenability for violation of legislation concerning weapon etc.
The Bill does not envisage the right for citizens to purchase, keep and bear short-boled rifled fire-arms (guns and revolvers).
