Elections to Local Councils will only be possible once the appropriate amendments have been made to The Constitution of Ukraine - Olexander Moroz stressed at his Press Conference in Dnipropetrovsk on Tuesday.
The suggested amendments to The Constitution, stressed O. Moroz, will vest the corresponding Rights and Authorities on the local communities, and decentralize power. Also requiring reformation, according to O. Moroz, are the Fiscal and Budget systems, and Local Government Legislation.
In his opinion, local elections will be possible 'no earlier than 2009-2010.'
O. Moroz said that Ukraine needs a European Government model, suggesting that 'those people elected by the community should govern within the given area'. The Law-makers should adopt laws that strengthen the State.
Replying to questions from journalists, O. Moroz said that he believes in introducing Open Party Lists in elections to both The Verkhovna Rada and Local Councils at all levels.
