The Bill (Reg. No. 1236) envisages ‘stepping up the political responsibility  of Parties involved in Elections, and eliminating the so-called ‘technical´ parties from the political process, thus increasing the efficiency of  mediate Democracy and the Party system, and improving confidence in political parties´.

 

Amendments  to the Laws ‘On Political Parties in Ukraine´, ‘On Election of People´s Deputies of  Ukraine´, ‘On the Election of  The Verkhovna Rada of the Autonomous Republic of Crimea, Local Councils, and  Village, Community and City Mayors´, and ‘On Election of The President of Ukraine´ are proposed, to the effect that  a Party is entitled to nominate candidates for Presidential and Parliamentary elections  where it has been registered for two years prior to the date of the intended election (instead of the one year currently required). To take part in elections of The Verkhovna Rada of the Autonomous Republic of Crimea, the Local Councils, and Village, Community and City Mayors,   the Local Organizations of a political party, must have been registered one year prior to the election date (there is no relevant requirement in the current Legislation).

 

The Bill creates an additional 'cancellation of a Party´s Registration Certificate´ in the event that the number of votes won by this Political Party and its candidates is less than the number of signatures (ten thousand) required for Registration.

 

The author believes that the passing of this Bill will contribute to greater effectiveness of the Party System, which is an important component of the Political System, especially under the Parliamentary/Presidential Rule.
