A PLENARY MEETING OF THE FIRST SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE 6TH CONVOCATION WAS HELD ON THURSDAY 29 NOVEMBER

 

Presiding at the Meeting was Roman Zvarych, Member of the Interim Presidium.

 

423 People's Deputies registered to attend the meeting.

 

 The Chair advised, at the start of the Meeting, that on 15 November the Central Election Committee  issued a mandate to Orlov Andriy Viktorovych, a People's Deputy elected according to the List of the Party of Regions in a multi-mandate National Constituency on 30 September 2007.

 

 

The newly-elected Deputy swore the Oath before The Verkhovna Rada of Ukraine.

 

The Chair then passed on a request from two Factions: BYuT and 'Our Ukraine-People's Self-Defence' Bloc to arrange a recess at the Meeting. R. Zvarych gave the reason for this as the necessity to finalize the document establishing a Coalition of Deputy Factions in The Verkhovna Rada of Ukraine.

 

Thus, for this reason, a recess was announced at the Plenary Meeting.

 

Following this interval, the Chair announced that the People's Deputy Andriy Orlov had joined the Deputy Faction of the Party of Regions.

 

After this R. Zvarych informed the gathering of a joint meeting of two Factions: BYuT and 'Our Ukraine-People's Self-Defence' Bloc held during the recess, to approve the decision on creating a Coalition of these Factions in Parliament. Each of the People Deputies belonging to these Factions had inscribed their signatures beneath this Agreement. R. Zvarych added that the Registration of the relevant documents must be effected before the creation of a Coalition could be announced, confirming that Registration takes some time to effect.

 

The Chair announced a recess until 12 noon.

 

After the break, R. Zvarych announced the creation, by the BYut and 'Our Ukraine People's Self-Defence' Bloc Factions ,of a Coalition of Democratic Forces in The Verkhovna Rada of Ukraine of the 6th Convocation.

 

The Chair also announced the Agreement of creation of a Coalition of Democratic Forces, made by the BYut and 'Our Ukraine People's Self-Defence' Bloc Factions. Added to this Agreement are Lists with personal signatures of 227 People's Deputies.

 

Zvarych went on to remind those present that the procedure of a Plenary Meeting is laid down in Clause 16 of the Standing Orders of The Verkhovna Rada of Ukraine. Pursuant to the said Clause, the List of Committees and their Subject-Matters should be considered next. The Chair noted that discussion of this issue is still not completed. The Verkhovna Rada passed the relevant Draft Resolution at the First Reading.

 

R. Zvarych also reminded the Meeting that the next item on the Agenda for discussion, was the Election of the  of The Verkhovna Rada of Ukraine. According to the Chair, each People's Deputy is entitled to nominate his or her candidate to this position. This right is also enjoyed by each of the Factions. The Factions should decide on their candidates.

 

At this point, the Chair announced a break in the Meeting until Tuesday 4 December.
