Attending the meeting were Representatives of all the political forces elected to The Verkhovna Rada of Ukraine of the 6th Convocation, ie the Party of Regions, BYuT, 'Our Ukraine-People's Self-Defence', CPU, and the Lytvyn Bloc. Thirty Representatives were delegated by these parties to the Preparatory Deputy Group: one per every fifteen People's Deputies elected.
The Chairman of The Verkhovna Rada of Ukraine of the 5th Convocation Olexander Moroz presided over the meeting.
An unrestrained discussion ensued regarding the election of the Leaders of the Preparatory Deputy Group, and also amendments to the Standing Orders of the Preparatory Deputy Group adopted at the previous meeting. These amendments provide for decisions to be taken by a simple majority of those present at the meeting. The Delegates of the Party of Regions vehemently disagreed with the said amendments. They insisted on the cancellation of these amendments as a pre-condition for discussion of the first issue in the agenda, ie the election of the Chairman, Vice-Chairman and Secretary of the Preparatory Deputy Group.
After discussion, matters relating to the Election of the Chairman of the Preparatory Deputy Group was put to the vote. Two candidates were nominated for this position: Roman Zvarych from 'Our Ukraine People's Self-Defence' Bloc and Adam Martyniuk from the Communist Party. The outcome was that neither of the candidates obtained the necessary number of votes.
Following this the meeting was adjourned, as proposed by the Party of Regions.
After the adjournment, the First Vice-Chairman of The Verkhovna Rada of Ukraine of the 5th Convocation Adam Martyniuk presided over the meeting.
The matter of the Election of the Chairman of the Preparatory Deputy Group was once again put to the vote, with the result that both candidates R. Zvarych and A. Martyniuk obtained equal number of votes, ie fifteen.
