The Social Insurance Fund has not yet been established, Chairperson of the Verkhovna Rada Committee on Social Policy, Employment and Pension Provision Liudmyla Denisova said at the Committee meeting on June 17.
She noted that six months have passed since the enactment of the Law of Ukraine "On introduction of amendments into some legislative acts of Ukraine on reformation of the state obligatory social insurance sector and the sector of legalization of labor remuneration fund," however, the Social Insurance Fund has not yet been established.
"In compliance with the Law the process of establishment of the Social Insurance Fund based on the Social Industrial Accident and Professional Diseases Insurance Fund and the Social Temporary Disability Insurance Fund should have ended before July 1 to cut administrative expenditures, to have more money to pay pensions and social assistance," she said.
However, according to Denisova, the Ministry of Social Policy has not yet done anything. She noted that director of the executive directorate of the new Fund was elected and since then he has not received salary and at the same time, the Fund has not had an opportunity to launch its operation as the two mentioned Funds have not yet been reorganized.
The Chairperson of the Committee noted that on June 16, people's deputies approved the draft law No. 2775 on support to activity of the social insurance funds during the reorganization in first reading.
However, trade unions, employers and the state admit that the Law does not tackle all the issues on establishment of the Fund.
The Secretariat of the Committee informed that the Committee decided to establish a workgroup to adapt the draft law No. 2775 for second reading.
