A new Chief of Staff of the Verkhovna Rada Secretariat Viacheslav Shtuchnyi has been presented today to heads of departments of the Secretariat

The acquaintance ceremony was held by the Speaker Dmytro Razumkov and it took place on November 1, 2019. 340 members of parliament had voted to elect the dignitary for this post.

“We are facing challenges and ambitious objectives. Coming changes in the parliament’s work shall affect not only members of parliament, but also the entire structure of the Verkhovna Rada Secretariat.  And the latter ought to move and change at the same speed as Rada does. So I wish the newly appointed chief success and good results,” the Speaker addressed the official with words of encouragement.

Reformation of the whole parliamentary community and the body of Secretariat, accompanied with the processes of digitalization, electronic document management (circulation) and introduction of electronic systems is the multi-task challenge that has been placed before the new Verkhovna Rada and its leadership, the First Vice Speaker Ruslan Stefanchuk added later on.

More words of encouragement were said by the Deputy Chairperson of the Verkhovna Rada Olena Kondratiuk as well.

Viacheslav Shtuchnyi thanked the leadership of the Verkhovna Rada and Ukrainian parliamentarians for their confidence and support, and stressed that the reformative work has already been carried out for a month at the least and the team has managed to achieve a number of the goals set.

The new manager informed the audience that there are plans to conduct both functional and financial audits within the entire apparatus soon. He also avowed in addition that a brand new draft bill on parliamentary service is underway. The statute is aimed at ensuring the service’s independence and maximizing the efficiency of internal processes.
