Congratulations of the Chief of Staff of the Verkhovna Rada of Ukraine Viacheslav Shtuchnyi on the occasion of the 30th anniversary of Ukrainian parliamentarism

May 15 is an important date in the history of Ukrainian parliamentarism.  It was on May 15, 1990, that the Verkhovna Rada of the Ukrainian SSR of the XII convocation began its work for the first time as a permanent parliament, and later on - as the Verkhovna Rada of Ukraine of the first convocation.

The elections took place in March 1990. On May 15, the Verkhovna Rada of the Ukrainian SSR of the XII (I) convocation began already to work as a parliament - on a permanent basis according to the Provisional Rules of Procedure. This document determined that the highest body of state power in Ukraine is the Verkhovna Rada of Ukraine. Members of the parliament began to meet regularly: the first session lasted more than two months, instead of two or three days as before.

The Verkhovna Rada of Ukraine of the first convocation laid the foundation for the independence of the state. Parliamentarians adopted historical documents - the Declaration of State Sovereignty of Ukraine on July 16, 1990 and the Act of Independence of Ukraine on August 24, 1991, and then started working over the Constitution.

For some four years of work, there have been approved more than 1,570 bills, resolutions and other documents, which have configured the system of governance of the newly created state.

On this day, I am sending my warmest congratulations to all those who have contributed to the making of history of Ukraine’s highest legislative body, continue to carry on democratic traditions and build the modern parliament of the European state!
