The Committee on Environmental Policy, Nature Resources Utilization and Elimination of the Consequences of Chornobyl Catastrophe considered the letter of the Accounting Chamber of Ukraine re audit of efficiency of using budget funds in 2012-2013 for exercising state control in the environmental sphere, rational use, restoration and protection of natural resources

According to the Accounting Chamber, during 2012-2013 authorities of the State Ecological Inspection were working with constant deficit of funds which led to failing to implement measures stipulated by state target programmes and National action plan on environmental protection.  

The Accounting Chamber claims it is necessary that the Government considers the issue on referring the State Ecological Inspection to authorities exempt from the court fee. 

People's deputies took into account that on June 18, 2014 meeting, the Committee considered the draft law on amendments to article 5 of the Law of Ukraine "On the Court Fee" (re exemption of ecological inspection authorities from the court fee) (Reg. No. 4882) and adopted the decision to recommend that the Committee on Taxation and Customs Policy submit to the Verkhovna Rada a proposal to adopt the bill as a basis.  

Following the results of the discussion, the Committee decided to recommend:

that the Cabinet of Ministers accelerate implementation of measures stipulated by state target programmes and National action plan on environmental protection and take steps to prevent overlapping of functions of central authorities;   

that the Ministry of Ecology and Natural Resources of Ukraine consider at the board meeting the results of implementing the action plan of the State Ecological Inspection re eliminating drawbacks and violations revealed during the audit;   

that the State Ecological Inspection eliminate deficiencies discovered during the audit by the Accounting Chamber.
