The Committee on Environmental Policy, Nature Resources Utilization and Elimination of the Consequences of Chornobyl Catastrophe recommends that the Parliament should refine the bill on amendments to the Law “On Environmental Protection” (re expanding the rights of the Autonomous Republic of Crimea and local councils in the part of using means of environmental protection funds)

 The bill (Reg. No. 4241a) suggests supplementing article 47 of the applicable law by expanding the use of means of environmental protection funds. Particularly, it is stipulated that Oblast councils, the Verkhovna Rada of the Autonomous Republic of Crimea, as well as local councils of Kyiv and Sevastopol will acquire the right to approve additional measures (without specific determination) that could be financed at the expense of these funds event if they differ from those on the List of activities that pertain to environmental protection measures approved by the Cabinet of Ministers of Ukraine of 17/09/96 No. 1147

Committee members stressed that the suggested changes do not conform to several provisions of the applicable law and to article 116 “On the Rules of Procedure of the Verkhovna Rada of Ukraine’

The people’s deputies believe that lack of legal regulation and contradictions that could arise in case of adoption of the bill will cause misunderstanding in the course of its enforcement.
