There are // bodies in focus of our committee scan today:

 

Committee on Environmental Policy, Nature Resources Utilization and Elimination of the Consequences of Chornobyl Catastrophe

The committee backs the draft law No.8241 amending Ukraine’s legislation in the matter of efficient forest management and strengthening protection of forests, thus recommending the Parliament to take it on the first reading. The bill’s goal is to tighten up forest conservation, in charge of which are to be both state forest-guard services and forest owners’/regular forest users’ guard forces (units).

The draft law provides much wider powers to existing “DerzhLisAgentstvo” (the State Forest Resources Agency of Ukraine) what is in breach of the State concept of reforming the supervision (control) system in the sphere of environmental protection adopted by the ministers in 2017, as vehemently opposed by the State Ecological Inspection of Ukraine.

By a generalized conclusion of the Central Scientific Experts Office of the Verkhovna Rada of Ukraine, the said paper has been sent for its follow-up revision.

 

Committee on State Building, Regional Policy and Local Self-Government (Home Rule)

The committee commends the Parliament to take it on the first reading the draft bill No.6150 on decentralization and bringing vital statistics administrative services nearer to citizens-recipients.

The bill offers a revised version of the law of Ukraine on state registration of civil status acts (records).

The redraft aims to amend a whole cluster of related laws to ensure availability, affordability and proper quality of the said administrative services through reallocating and further streamlining powers between home rule (self-government) bodies and executive bodies at all levels of administrative-territorial system based on decentralization principles.

A generalized conclusion of the committee upon the bill No.6150 impels the Parliament to take it on the first reading.
