Elimination of the Consequences of Chornobyl Catastrophe
Subsoil use-related problems
to be reconsidered
At its gathering,
the committee has reviewed the progress in works on the National programme for development
of raw material base of Ukraine for the period through 2030.
A range of reports delivered by officials from the State
Service of Geology and Mineral Resources of Ukraine (Derzhheonadra) was
heard. The papers revealed hosts of problems throughout the industry including funding
gaps in the programme, vicinal resourse development, lack of on-field
extraction works in the presence of appropriate subsoil use permits, etc.
In view of the above, the
committee stressed again the importance of its recommendations set out on September
18, 2012 under No.128/10 which had seemingly been put off, and put out new
recommendations capable of bringing along the progress on the issues:

to step
up elaboration and submission of the programme changes to the Verkhovna Rada of
Ukraine,

to
restore a secure state budget item (the special fund) to finance prospecting at
the expense of subsoil use rental reallocation,
-
to define
annual amounts of financing of the programme based on takings from granting and
selling special subsoil use permits (licences),
-
to avoid
delays in starting to finance prospecting,
-
to lift the
standstill period for the State Service of Geology and
Mineral Resources of Ukraine to conduct scheduled inspections of businesses.
The committee prepared an appropriate letter of
recommendation to the Cabinet of Ministers of Ukraine.
